The Current Situation

What's this all about?

Neopets has a history of moderation that has allowed hate speech to slide while punishing people who spoke out against it. Until 2020, it was forbidden to be openly gay or trans on Neopets. Harassment of gay and trans users was a regular occurrence and users would receive warnings, silences, suspensions and/or freezings for being open about their identity or defending themselves against transphobic/homophobic remarks.

In 2020, TNT changed the rules regarding the discussion of such topics, but moderation was not applied consistently and varied widely from case to case. Users were technically allowed to discuss being gay and trans but the moderation team were not universally compliant, sometimes warning or silencing discussions about being trans or pointing out transphobia.

For the next few years, Moderation became very sparse, often leaving boards unmoderated for days at a time, especially on weekends and holidays. Boards with horrific racism, transphobia, ableism, violent threats, etc. would stay up for hours or days. In December 2024, there was a push for better moderation after violent spam was allowed to stay up for hours. To TNT, better moderation meant heavy-handed moderation which ended up landing everyone who spoke out against the hate speech with warnings and silences.

In January and February 2025, the anti-trans trolling began to ramp up. Mods were only punishing trans users and allies who fought back against the transphobic remarks, allowing the antagonists to continue. By March, mods began deleting boards supporting and showing empathy for trans women. This caused outrage on the boards and another push for better moderation began. TNT responded with even harsher punishments. A pet named BAN_THE_TRANSPHOBES was deleted and several users were permasilenced or chain frozen, including two transfem regulars who were the primary targets of trolls. The warnings/silences were backed up by the support team who affirmed calling out transphobia is indeed harassment, and that "transphobic" is a personal insult.

In April, TNT changed the name of the General Discussion board to General Neopets Discussion board in direct response to the unrest. Boycotting in the form of cancelling premium, in addition to protest on and offsite, prompted TNT to make an official statement. Since that response there has been no meaningful change. TNT began warning users who continue to speak out, stating that "directly calling out or discussing other users — even in response to harmful behavior — can violate our harassment and callout policies.", and directing them to submit support tickets, which are ignored or never followed up on. This policy leaves trans users with no options for self-advocacy or protection by staff.

What Needs to Happen

Explicit Rule Against Transphobia

There needs to be an explicit, plainly stated rule against all forms of bigoted and discriminatory language. This is standard practice, and transphobia needs to be explicitly listed and defined since we are the current most popular target of trolls.

Examples of transphobic rhetoric:

1. Deliberately deadnaming and misgendering trans users (expanded upon below).
2. Propagating harmful ideas about transgender people, referring to us as being liars, predators, mentally ill, confused, brainwashed, a political group, an ideology, a religion, an agenda, etc.
3. Derogatory language against trans people (various slurs, snowflake, woke liberal, acronyms like TRA, TIM, TIF) Mods will need to be familiarized with these things. It is not difficult to find lists of both overt and dogwhistle anti-trans phrases 0nline.
4. Direct attacks on trans people's bodies, appearances, medical needs, mental health, safety and political concerns. These come in the form of talk about mutilation, chromosomes, skeletons, fertility, public bathrooms, and are usually directed at the few trans women on the boards who are willing to be open about their identity in this climate.
5. Praise of public figures whose most prominent activities are anti-trans activism.

Transphobia is not an acceptable difference of opinion. People posting or alluding to anti-trans sentiments should be regarded as being just as unacceptable, inflammatory and inappropriate as racist sentiments.

Anti-trans users should not be being placated or compromised with.

Explicit Rule Against Deadnaming and Misgendering

There needs to be an explicit, plainly stated rule against:

1. Deadnaming, which is when you call someone by a previous name they used before transitioning. This is different from calling someone by their username or a nickname.
2. Misgendering via stated gender: Referring to a trans person as a different gender than the one they're telling you they are.
3. Misgendering via pronouns: Calling someone by pronouns they don't use. Examples: Calling someone with their gender listed as female by "he", or someone with their pronouns in their font as "he/they" by "she", or calling someone "they" after they've asked you not to. Mistakes are different from deliberately and persistently misgendering someone, and can be very easily distinguished by trans people. It is not hard for mods to learn to distinguish, either.
4. It also needs to be against the rules not only to do these things, but to threaten to do these things.

Updated Rules Page

ONE rules page with clear rules that reflect the current state of neopets, have it be dated and easily accessible. The report function also needs to have options parallel to the rules. Currently, choosing the type of offense in the dropdown on the report page has vague, nonspecific options that don't cover every type of offense. There should be an option to report a message for containing hate speech, since mods seem frequently confused about what's wrong with transphobic messages that get reported.

Hire and Train More Mods

The mod staff is currently spread too thin. It's obvious that the boards are not moderated 24/7 by a real person. Boards with threats, which are supposedly the most serious offense, are seen staying up for several hours before anything is done. This website is not safe in its current form. Minors, who are still allowed on the boards, can and have been exposed to illegal content. Having 24/7 moderation covering every social space on the site needs to be a top priority to keep users safe and keep this website in good legal standing.

The mods should ideally be a diverse group of people well versed in how to spot discrimination against marginalized groups. The current mod team, when they eventually come 0nline, seems to only be proactive in spotting the most obvious offenses.

Consistent Moderation, No More Playing Favorites

It's apparent that the rules are applied inconsistently from user to user. There seem to be a few factors that commonly impact the way users are handled by mods:
• Account Age.
• Premium Status.
• Money spent on customization.
• Number of painted pets, trophies, etc.
• Gender.
Users whose accounts denote more dedication to the website, in terms of both gameplay and especially real-world monetary investment, are treated with more leniency by mods. This has resulted in a handful of problem users who've come to realize they are essentially immune to consequences, and use their well-built accounts to persistently troll and harass other users (especially trans people, for whatever reason).

On the other hand, trans people and especially transfeminine users, are far less likely to have access to these factors. Not only are we more likely to live in poverty, but persistent mistreatment on the website has made it difficult or impossible for many of us to fully participate in the social aspects of gameplay, or to maintain accounts long enough to be seen as legit players by the mods.

The result is that trans people defending themselves from trolls are looked at as being the actual problem users. While anti-trans users usually get off with a warning at most when they act out against us, trans users are silenced, perma-silenced, or suspended for retaliating.

It's also been the perception of many that users with their account set to Male are treated with more leniency by mods.

Many of us are perplexed by how certain established users are able to log onto the website everyday and spend sunrise to sunset trolling and harassing trans people, incurring dozens of reports for each inflammatory post, and yet mods seem dedicated to protecting them above anyone else.

All of the new unannounced policies we've seen being surprise-enforced over the past month seem to come at the behest of the anti-trans brigade, and be weaponized against trans people defending themselves first.

Revert "General Neopets Discussion" to "General Discussion

During the height of backlash against the moderation issues, "General Discussion" AKA Gendisc was altered to "General Neopets Discussion" with the description "General Discussion about Neopets topics ONLY." This change was made once before years back, but was quickly reverted after strong backlash.

The return of this change in April 2025 came as a big surprise, since a community ambassador had recently taken feedback where we had all asked for more lax rules regarding real-life subjects. People had been getting warnings and silences for ridiculous reasons, like posting about eating protein powder. For the topic change and its enforcement to become even more outlandishly strict came across as a punitive measure against users demanding improved moderation.

We were told this decision was made to improve conditions. Since the change, anti-trans trolls have never been more prolific. It's clear the stated intention of this act has been a failure, and now only serves to alienate and punish regulars who've done nothing wrong and are now out of a social space that's become a significant part of our lives since the early 2000's.

Recognize the Importance of Trans Safety

For trans people, there are vanishingly few communities that are safe to socialize casually, online OR offline. Neopets has been a comparatively safer option for us, despite the hostility we've faced here. This is why such a large makeup of the user base is transgender: Despite the problems, everywhere else is worse. Neopets has largely failed to improve our conditions and has been seen as capitulating to the small group of anti-trans trolls trying to misrepresent themselves as a significant section of the user base.

With the lack of effective moderation, we've been forced to take matters into our own hands. This is a safety issue. Many of us have faced stalking, organized targeted harassment campaigns, and more. The language we need to be able to use to explain the situation and defend ourselves is being censored: words like "transphobia" do not constitute harassment. By limiting our language, you aid trolls and stalkers in their mission to terrorize us.

Transparent Timeline and Communication

It would be helpful for us to have an accessible list of clearly stated intentions and considerations for changes and updates, with timelines for when to expect them to be handled and implemented. We want to see that staff are taking these concerns seriously and being accountable to their statements that there will be changes.

Many users are unhappy with the current ticketing system. It's noted that trans users bringing their concerns are often met with copy-paste "We'll pass this along, we're working on it" responses, while anti-trans users seem to have much more sway and open communication with support staff.

It also seems like there is a lack of consistency and communication between departments, resulting in conflicting information spreading.

The way TNT has handled things so far has broken down the trust trans users have in them, which is why it's imperative that they communicate their goals and timelines more clearly. Even if measures are currently being taken to improve the situation, we still cannot see it, so our only option is to have hope. But the trust necessary to have hope is not there.

* ALL of the moderation team + support team members taking part in training to combat transphobia internally & on-site * timely, appropriate action (i.e. freezing with no chance of account return) taken against players who share violent rhetoric

* clear, explicit rules against sharing of harmful rhetoric WITHOUT demonizing folks for defending groups
* clear communication from TNT about not 'both-sidesing' harmful rhetoric or granting -isms and -phobias ANY sort of ideological legitimacy
* a public statement + apology for how this was and has been handled, and genuine repair of harm

You can show your support by canceling Premium until TNT provides better moderation for neoboards and implements real changes aimed at protecting trans users.

Ignore and report harassment/trolls

It's not always easy, but do your best to not engage with bad actors on the boards. Instead, screenshot and report hateful comments.

May 17, 2025 - A Board Description Was Updated

Despite recent changes, the community continues to require this issue regarding transphobia to be addressed. The change from General Discussion to General Neopets Discussion has not helped deter users from making transphobic remarks, harassing trans people, and spamming the board with anti-trans harassment. Instead, the change in the board title and verbiage has created additional problems. This has included but is not limited to bad actors and trolls reporting any messages that can be regarded as off topic in bad faith with the expectation of silencing trans users and allies.

Despite the recent change in wording around General Neopets Discussion's description, substantially nothing has changed, however, for trans users who use the Neoboards. While the fact that the description no longer sounds like a passive-aggressive warning is an improvement, transphobic users continue to purchase shell accounts in order to carry on their harassment without risking their main Neopets accounts, or conversely, have resorted to malicious compliance by weaponizing an outdated moderation system, utilizing alternate ways to harass trans users while avoiding violating the site rules.



There continues to be no transparency from TNT regarding plans to maintain or revert the change made to the GenDisc board; or an explanation of what brought about the need for such a change in the first place. Regardless of TNT's original intentions when they made this change, the reality is that a social space frequented by trans users was taken away from them with the argument that said change was made to protect them. This change not only immediately failed but has also been counterproductive for the community because the root of the issue was not addressed, which is that TNT is allowing transphobic users to run amok unpunished.

May 7, 2025 - New Site Rules

The long-awaited site rules update is finally here, and some relevant changes and additions that are beneficial for both trans users and all LGBTQIA+ neopians have taken place. Mentions of se*ual orientation and gender identity are no longer regarded as off-limits "hot topics", something TNT had already clarified in a Neopian Times editorial in 2020, but which had not been included in the Site Rules until now.

In addition to this, transphobic behavior, misgendering and deadnaming now constitute violations of the site's rules.

This update was accompanied by an announcement titled Neopian Task Force: Play Fair!.
In this announcement TNT encourages the user base to report any "botting, score manipulation, exploit abuse, real-world trading and other forms of cheating", and revealed a new ticket category created specifically to report suspicious activity or offensive behavior, just look for the Report A Player option in the drop-down menu when submitting a ticket.

How To Make A Report:

1. Submit a request via our Help Center here
2. Select category Report A Player
3. You may include all the information you have regarding the activity or incident. This can be neomails, messages, trade/auction dates and time, usernames, place of activity etc.
4. Click submit!

Important notes:

• We do not accept and are unable to verify external screenshots.
• You will not be informed regarding the investigation outcome.
• False reports will be penalised.
• You must register an account with Zendesk to submit tickets.

At the end of the announcement TNT also wrote the following:

P.S. Up next, we're working on updating our Moderation Policy, Pound Rules and putting together Chat Guidelines for players to communicate respectfully on site.

So, while we now have updated rules that discourage transphobic behavior and further harassment of trans users, there's no word yet on any moderation retraining to go along these new rules and guidelines.

With this in mind, we can report that so far TNT has completed one of the goals of their five-step plan to combat transphobia on the site, and has now chosen to work toward the first two objectives:

• Reviewing and updating our moderation policies ► Work in progress.
• Providing clearer chat guidelines ► Work in progress.
• Retraining our moderation team ► No updates.
• Ensuring consistent enforcement ► No updates.
Gathering community feedback on potential rule updates.

It's still too early to tell if the new rules will effectively protect and work in favor or trans users, as we haven't seen them being enforced by moderation yet, but it's a welcome change nonetheless.

May 2, 2025 - Lupe Day and an Invitation to a LGBTQIA+ Focus Group

Today at 12:55 am, TNT Luna posted the following message on the Neopets Discord channel:

We're inviting a small group of players including members of TNT, Community Ambassadors, and fellow Neopians—to join a safe, supportive focus group aimed at making Neopets a more inclusive space for all.

This informal session will be held on Tuesday, May 6th, at 6PM PST via Gather (video will be off), where we'll listen, share, and explore ways to improve the on-site experience, especially for our trans and queer players. We'd love to hear about any challenges you face or suggestions you have for creating a more welcoming environment.

To keep this gathering personal and respectful, a limited number of participants will be randomly selected. If you do not receive an email from us, then unfortunately you were not selected. All participants will be required to sign a NDA to help ensure privacy and trust.

No more HP wearables?

The Lupe Day Y27 Mini Mystery Capsule and its contents first appeared on the /~Spoilerss petpage, days before it had a chance to be revealed by TNT. For those not interested in the franchise, this appeared to be a simple werewolf themed outfit, but those familiar with it were instantly able to recognize it as a reference to a HP character, Professor Lupin.

This incited anger and frustration among trans users, as TNT once again decided to create wearables referencing JKR's work. Another HP inspired outfit was already released earlier this year, in March for Uni day, and due to recent events surrounding trans rights in the UK and the franchise's creator's involvement in them, this seemed like a tone deaf decision on TNT's part; especially given the current situation trans users are experiencing on the site.

But today is Lupe day, and the Lupe Day mini mystery capsule is nowhere to be seen in the NC mall. Instead, only the Torn Up Books Foreground is currently available for purchase, alongside a new Lupe Torn Up Book Accessory.

Later in today's issue of the Neopian Times, Miss Rainbow wrote the following for the editorial:

Apr 30, 2025 - A New Rule in Place?

Yesterday a user who frequents gendisc received a neomail from TNT stating the following:

We wanted to reach out to you about your recent interactions with another Neopets user who has previously chosen to block you. We understand that 0nline communication can sometimes be complicated, but it's important to respect other users' decisions when they set personal boundaries.

Continuing to contact someone after they've blocked you goes against the Neopets Terms of Service and community guidelines. We know most players don't intend to cause harm, but we want to gently remind you that this kind of behavior isn't appropriate on the site.

If the behavior continues, we may need to take further action, which could include a formal warning, a temporary silence, or—if necessary—a permanent account freeze. We truly hope it doesn't come to that. We appreciate your understanding and ask that you help us keep Neopets a respectful and welcoming place for everyone.

The context for this warning comes from a board asking ❝Why are you still playing Neopets?❞
This board was created on April 29th by a user known in the community for trolling and posting almost exclusively on boards created by trans users and allies in bad faith. This user often employs tactics to provoke and elicit negative responses from other users so they can be reported.

People began responding to the original poster's question by sharing their favorite aspects of the site, until the OP posted the following message.

The original usernames have been censored here to comply with TNT's rules, but OP called out these users specifically with their usernames while ignoring other users posting on the board.

These users' posts before OP asked them to leave the board were the following:

USER1: Where else do I meet gay transgender furries
USER1: If only tnt cared about this site as much as we did :3

USER3: this website has been an internet home to me for 20+ years. i have fallen back to this community over and over again and will always continue to help it grow and become safer for my community

USER2: ^^ What USER3 said pretty much

When the original poster of the board told the named users to stop interacting, other people also commenting on the board were stumped as no one was being confrontational or inciting any kind of conflict. One of the users named by OP even mentioning that OP hadn't told them not to interact before. It appears that all three users were reported by OP after the OP made the aforementioned post, which led to them receiving the warning.

Users replied to OP's post by questioning why they weren't allowed to post on their board, while others made jokes around OP's decision of informing different users that they weren't allowed to post on their board.
The conversation eventually turned into a general discussion about other topics and the exchange of links to humorous images hosted by Neopets. Later that day, posts began being removed by moderation, and the same warning was neomailed to various users.

Players were unaware at the time that such a rule or guideline existed about not interacting with blocked players, nor of the consequences of not complying with this apparent rule. While said rule or guideline has not been fully implemented via the Site Rules or Guidelines page, this rule about not contacting blocked users does not appear to apply to all users. TNT appears to be selectively enforcing this rule.

On another board created by a trans woman, a user she had previously blocked for harassment posted multiple times on the board even after OP asked the other user to leave the thread and stop posting. Reports were filed, but it took almost 7 hours for the user's posts to be removed.

Apr 26, 2025 - TNT Lily Visits Site Events

Nearly three weeks after TNT's announcement, TNT Lily made an appearance on the neoboards to make a small update on page 6 of a now-deleted board titled "Hey TNT it feels fake when you..."

The first post in the thread continues from the title saying "...promise to do better by your trans community, change absolutely nothing, show zero actionable steps and then release a bunch of items that profit off of Harry Potter - a series written by a woman that is directly responsible for funding anti-trans laws in the UK. This is why we didn't believe you. Do better."

The thread derailed into a discussion between trans users and their allies against the usual harassers and HP fans regarding the release of items referencing the author's works. It was amidst this debate that Lily made a couple of posts and engaged with two users:

Lily: Hey OP and friends! Just jumping in to keep things on track. I want to assure you that we are working toward LGBTQIA+ friendly improvements — USER0 is right but it does take a bit of time!

Lily: Right now, we're updating three major areas: Site Rules, Moderation Policy and Chat Rules. The site rules and moderation policy have been around for decades without real updates, so I totally get why things feel outdated and confusing now. Since they need a full overhaul, we're working on updating everything together. Not just the LGBTQIA+ related sections. That's why it's taking a little longer!

USER1: hi tnt lily is there a chance the items can be pulled to actually improve how safe LGBTQIA+ people feel on the site?

Lily: We're putting a lot of care and thought before this happens: research, benchmarking against other gaming standards, focus groups, community surveys, and making sure everything lines up with legal requirements etc. As for the Neoboard Chat Rules, we actually don't have an official set yet besides information posted here and there on past editorials.

USER2: @tnt_lily Can you please tell the content team that items referencing HP are not a good idea if you support the trans community? We're talking about the upcoming lupe day capsule items

Lily: ©USER1 - Yes absolutely! We're hoping to send a community survey like how we've done in past years & dedicate a LGBTQIA+ section. So, all players will have a chance to give their thoughts!

USER1: @tnt lily does this mean the lupe day items will be put on pause until the survey is complete? there is potential for people creating multiple platforms in bad faith to boost anti-LGBT+ views/silence LGBTQIA+ voices, is there a way to have the survey more secure?

Lily: Updated Site Rules are already in motion and we hope to share that with you guys first! Just a reminder to keep things respectful when we're chatting on the boards. Let's avoid calling anyone out and keep the focus on the topic, not the person.

Following this announcement, users responded in two ways: gratitude toward Lily for communicating with the user base, and skepticism from those still waiting to see real changes.

Apr 9, 2025 - Announcement

TNT released an announcement regarding the community's concerns, asserting that they stand with the LGBTQIA+ community and promising to update the chat rules.
TNT also states that they'll gather feedback over the next month to work it into their plans, consisting of:

• Reviewing and updating our moderation policies
• Providing clearer chat guidelines
• Retraining our moderation team
• Ensuring consistent enforcement
• Gathering community feedback on potential rule updates

In the meantime, they urge users to consult the site's FAQ, which was written by taking unimplemented chat rules announced in a editorial of the Neopian Times.

Apr 6, 2025 - From GenDisc to General Neopets Discussion

Without prior notice, TNT renamed the General Discussion board to General Neopets Discussion, with a new description stating ❝General Discussion about Neopets topics ONLY❞. The change was met with backlash from the community and a persistent question: why was this change made?

A user sent a ticket inquiring about this, and the reply they got from support explained that the change was made to ❝combat further instances of harassment on the General Discussion boards❞. Players opined this wouldn't help improve the situation and expressed their discontent about being denied a space where they could discuss non-Neopet related issues.
After a few days conflicting information appeared indicating that the renaming of GenDisc was planned prior to the moderation issues being known, leaving players unsure about the true intention behind the change.
TNT still hasn't released a statement or commented about the reason this change was needed.

I know the images have small text and are hard to read, but they're still legible and are the only proof we have of this board before most of the posts were deleted.
